Over the last several months, Staff and the City of McKinney have looked forward to the anticipated completion of the ONE McKinney 2040 Comprehensive Plan in May of 2017. However, given recent initiatives in regional mobility, the city is now refocusing its timing and outreach efforts to allow for additional evaluation of transportation options, continued public outreach and further development of the transportation-related items of the comprehensive plan. The City’s current Comprehensive Plan was originally adopted in 2004. When the 2004 Comprehensive Plan was adopted, the McKinney population was roughly 86,000. Today, the City is home to over 155,000 people. With this significant growth, comes changes to the physical environment around us and the needs and desires of the community. The 2004 Plan has undergone several minor amendments to incorporate changes to roadway alignments based on construction, updates to outdated text, and integration of completed engineering/planning studies.  These minor amendments do not capture the major shifts in the community’s priorities, goals, desires, and vision for McKinney’s future that result from its substantial growth. In fact, the 2004 Comprehensive Plan calls for a full update of the plan “when the population reaches 150,000, an additional 7,000 acres have been developed or in seven years, whichever comes first.”  The City of McKinney has reached all of these milestones.  So it’s now time to create a new blueprint for McKinney based on today’s desires, priorities and opportunities. In addition to major public outreach events, the project team also holds regular meetings with the Council-appointed Comprehensive Plan Advisory Committee (CPAC) and provides periodic updates to the City Council related to the progress and ideas generated for creating the ONE McKinney 2040 Comprehensive Plan.

In recent weeks, City of McKinney Staff have met with the Texas Department of Transportation regarding the US 380 Feasibility Study that they will be launching soon. Please visit the Mobility page to learn more.

The plan will address the entire City of McKinney, which covers roughly 65 square miles. The plan will also include the City’s Extra-Territorial Jurisdiction (ETJ), which is the area surrounding the incorporated city and covers roughly 51 square miles. All together, the total area that this plan covers is approximately 116 square miles. Click here to see a map of the area.

It will provide opportunities for public and stakeholder involvement at public meetings and workshops, online and through social media. It will include analysis of existing conditions, real estate market potential and planned investments. Several alternatives will be considered before developing final recommendations.
